DESCRIPTION:OHIO PUBLIC PRIVATE PARTNERSHIP (OP3) \n\n\n\nSpeaker: Russell Decker\, Deputy Director with the Ohio Department of Public Safety\n\n\n\nWhat is OP3? In an effort to increasingly serve Ohioans before\, during and after a disaster\, the Ohio Department of Public Safety (ODPS) relies on strong partnerships between citizens\, government\, higher education\, and private business. To strengthen these partnerships across the state\, ODPS created the Ohio Public Private Partnership (OP3) program\, an initiative designed to provide current information and situational awareness on disaster prevention\, response\, and recovery efforts to state agency and business executives\, allowing decisions and resources to best support the needs of the impacted community.\n\n\n\nOP3 aims to:\n\n	Assist public and private sector entities with returning to normal operations in the wake of a disaster by sharing critical information with OP3 members\n	Provide situational awareness of imminent threats on a need to know basis through voluntary information sharing between OP3 members\n	Build a comprehensive network of businesses\, associations\, government agencies\, higher education\, and non-profits\, to jointly participate in disaster prevention\, planning\, response\, and recovery efforts\n\n\n\nSpeaker Bio:\n\n\n\nRussell J. Decker was appointed Deputy Director with the Ohio Department of Public Safety in February 2015 currently assigned to Ohio Homeland Security and previously to the Ohio Emergency Management Agency. He served as Director of the Allen County Office of Homeland Security & Emergency Management for nearly 20 years.\n\n\n\nDr. Decker also serves as an adjunct professor at Ohio Northern University in Ada\, Ohio. He serves as Co-Chair (alternate) of the State Emergency Response Commission (SERC) and is an instructor with the Ohio Fire Academy and the Ohio Peace Officers Training Commission in the subjects of hazardous materials\, bombs & explosives\, and incident command.\n\n\n\nDr. Decker has testified before both the U. S. House of Representatives and the U. S. Senate on the topics of "National Preparedness" and the "Future of FEMA." He served as National President of the International Association of Emergency Managers in 2008-2009\, and as President of the Emergency Management Association of Ohio in 2002-2003. In 2002 he was presented an Award of Commendation from Ohio Governor Bob Taft for his work on the "Anthrax Irradiation Project" with the U. S. Postal Inspection Service.\n\n\n\nHe serves on the Editorial Boards of the Journal of Emergency Management and the Journal of Business Continuity and Emergency Planning.     He served on the FEMA National Advisory Council from 2008-2011 where he chaired the Committee on National Preparedness and Planning. In 2007\, he was awarded the prestigious "Clayton R. Christopher Award" from IAEM as the nation's leading local emergency manager.\n\n\n\nHe holds a Doctor of Philosophy (Ph.D.) in Public Safety Administration with a specialization in Emergency Management from Capella University in Minneapolis\, MN\; a Master of Science (MS) degree from Tiffin University with undergraduate studies from the University of Northwestern Ohio and The Ohio State University.\n\n \n\nThis event is open to members of the West Central Ohio Safety Council. 50/50 Raffle will be held.\n\n\n\nFor additional information contact Deb Katzenmeyer at 419.222.6708 or dkatz@limachamber.com.\n\n \n*Registration cancelations must be received no later than a week prior to the event.\n\n\n\nThe West Central Ohio Safety Council is an organization co-sponsored by the Ohio Bureau of Workers?
